- Mangar Golf Association
- The Mangar Golf Association (MGA) is the governing body of the Mangar Golf League and has the sole responsibility to administer, plan, and execute the activities of the League.
- The MGA is comprised of the League Commissioner(s) and any other League Members (Full Time and Subs) that are interested in the League's Administration.
- All non-active or suspended League Members are not allowed to participate in MGA activities.
- Full Time Players and Substitutes
- The Mangar Golf League is authorized to have a maximum of 20 Full Time Members. Due to pace of play concerns and tee time of day, previous experiences show that five (5) foursomes is the max the league can handle without having daylight issues at the beginning and end of seasons.
- Full Time Players must confirm their participation in the upcoming league year and pay their League Dues in full to retain their Full Time status.
- Full Time Players are strongly encouraged to participate in as many league activities through the year as possible. Non-participation in league activities can put a Full Time Member's status into question by the MGA.
- Only Full Time Players are subject to the Annual League Dues. League Dues include the following costs: League Cash Prizes and Trophies, Weekly Prize Pool Entries, All Post Season Tournaments (Team Match Play, Three Club), and contribution to the RogerAllan Mangar Open costs.
- Non Full-Time Members (aka Substitutes or Subs) are usually people that are referred to participate in league activities by Full Time Members. Subs have no official ties to the League and are only eligible to win these League Awards or Prizes: Team Match Play (if they play all rounds and pay the Tournament Entry Fee), Three Club Tournament, and Substitute of the Year Award.
- Subs are not subject to any league dues with exception if they want to play in all rounds of any/all Post Season Tournament(s).
- The MGA requires Subs to share their contact information for the sole use to share with Full Time Members so they can make arrangements to play on their behalf when the Full Time Member cannot play due to life conflict(s).
- Subs can be designated to play for one specific team; however their information will be shared with all League Full Time Members and may be contacted to play for other teams than the one they are most comfortable playing for.
- Two Subs can play together in lieu of Two Full Time Members to play in an official League Match.
- Pre-Season Activities
- The League Commissioner(s) has the sole responsibility to perform all League Pre-Season Activities. Most Pre-Season Activities are performed through the League Website's Administrative Module.
- Pre-Season Activities can occur anytime between the end of the previous league year and before the start of the next league year.
- Course Security for the League Season: A golf course must be secured for the league season. This activity typically occurs through communications and signing documents committing the league to the golf course for a finite period of time. The League Commissioner has the authority to enter into any contract that secures the ability to play at a golf course of the enjoyment of all League Members.
- Confirmation of Full Time League Players, Teams: Full Time Members must respond to any communication from a League Commissioner inquiring their Full Time status for the upcoming league year. Existing Full Time League Members are given preferential treatment to securing the League's Full Time slots. When one Full Time League Member declines their Full Time Membership for the next league year, then they immediately assume Part Time Member Status, and the open Full Time Designation is given to the next interested person.
- Course Security for the League Post Season Outing: A golf course must be secured for the RogerAllan Mangar Open at/near the end of the League Year. The League Commissioner has the authority to enter into any contract that secures the ability to play at a golf course for this event.
- League Website, Domain Name Renewal: Each year, the League Website renewal must be paid. Every two years, the League's Domain name (mangargolf.org) must be paid.
- Data Archival, Reset: Data Archiving is the first step to resetting the League's data in preparation of the current year. The League Archive Database contains league data back to 2001.
- Players, Teams, and Divisions: League Commissioner(s) are responsible to identify the League's Active Players (both Full Time and Subs) for the upcoming year. Division assignments are determined by how teams performed last year.
- Establish the League Schedule: The League Calendar contains Pre-Season, the Mangar Team Championships, Regular Season, and Post Season activities.
- Establish Players' Handicaps: Scores from the previous years are imported to establish the current year's Week 1 Handicaps.
The World Handicap System was adopted by all the global Golf governing bodies (USGA, R&A, et al.) on January 1, 2020. Handicaps are determined through elements that occur during the round, after the round, and through the performance evaluation over multiple rounds.
- Handicapping via the World Handicap System
- During the Round: Players will record all strokes taken for the purpose of the Stroke Play match format. However, for Handicapping purposes, players will have their scores capped to an upper limit. If a player does not have a League Handicap established, then their score will be capped at Par + 5. If a player has a League Handicap established, then their score will be capped at Par + Course Handicap Strokes Given for the Hole + 2 (e.g. a Net Double Bogey). The League Scoring System will automatically account for this hole score upper limit.
- After the Round: Each Day, a Playing Conditions Calculation is performed for each golf course to determine if the course played easier or harder than expected. The course is deemed to have played easier than expected when player actual scores are less than expected scores (and harder when the opposite applies). The following table shows expected Score Differential adjustments applied to all players based on the comparison of players' actual scores and expected scores.
- During the Weekly Index Update: Score Differential Calculation. Score Differentials are the basis for how a player's Handicap Index is calculated. The calculation normalized a player's score against the course's Slope and Rating factors.
- During the Weekly Index Update: Exceptional Score.The Handicap System has safeguards built in for those players that score and record a Score Differential substantially lower than their Handicap Index. These low differentials are called Exceptional Scores. The WHS has two different classes of Exceptional Scores. First, if a Player's Score Differential is greater than 7.0 than their published Handicap Index, then up to the previous 20 Score Differentials are all reduced by 1.0. If a Score Differential is 10.0 or greater below their Handicap Index, then up to the previous 20 Score Differentials are reduced by a total of 2.0 each. A single Score Differential can be reduced cumulatively due to being subject to multiple Exceptional Scores.
- During the Weekly Index Update: Handicap Index Calculation. A Player's Handicap Index is calculated once a player records three (3) League Rounds or documented 9 Hole Scores (otherwise, the player plays under the 80% Rule which sets their handicap for round as 80% of the difference from their Gross Score and Par). The Number of Score Differentials along with any necessary Index Adjustments are determined by the following table.
- During the Weekly Index Update: Low Handicap Index Update. A new concept brought by the WHS is the Low Handicap Index. This number represents the lowest Handicap Index the player has achieved over the past 365 days. This number is used for the determination if a Handicap Index Cap needs to be applied.
- During the Weekly Index Update: Handicap Soft/Hard Cap Application. After a player's Weekly Handicap Index has been calculated, the result is compared against the Low Handicap Index to determine if a Handicap Cap is required. One of three caps can be applied. A Soft Cap is applied if the Current Handicap Index calculates to be 3.0 strokes higher than the player's Low Handicap Index. The Soft Cap application reduces the amount of the handicap increase above 3.0 strokes by 50%. For example, a player's Handicap Index calculates to 14.0 and their Low Handicap Index is 10.0. The Soft Cap would reduce the Handicap Index from 14.0 to 13.5 by reducing the 1 stroke above the Low + 3 by 50%. A Hard Cap is applied when the Current Handicap Index is over 5.0 above the Low Handicap Index and application of the Soft Cap. The Hard Cap is the Player's Low Handicap Index + 5.0. For example, a player's Handicap Index is 20.0 and their Low Handicap Index is 9.0. First, the Soft Cap would be applied and reduce the Handicap Index from 20.0 to 16.0 (2.0 0-(9.0+3)*50%.) With 16.0 being greater than 5.0 above the Low Handicap Index, the Handicap Index would be further reduced from 16.0 to 14.0 (Low Handicap Index of 9.0 + 5). The Maximum Handicap Index a player can have is 27.0.
- During the Weekly Index Update: Course Handicap Calculation. Once the Handicap is finalized through the above steps, then the player's Course Handicap (the one that is compared to other player's to determine how many strokes are exchanged), is calculated using the player's Handicap Index, Course Slope, and Course Rating via the below formula.

For example, if 65% of players had their Actual Score higher than their Expected Score, then All Players who played that day will have 2 subtracted from their calculated Score Differential for that specific round as an adjustment indicating the course played harder than normal.
The listed Adjustments are taken after the Handicap Index is initially calculated for the player. For Example, if a player's calculated index using 3 scores is 10.0, then the -2 adjustment will be applied to reduce the Handicap Index to 8.0.
